Shanghai Encourages the Development of Foreign Invested R&D Centres

On 16 October 2015, Shanghai issued the Several Opinions of Shanghai on Encouraging the Development of Foreign Invested R&D Centres (hereinafter the Opinions) to further encourage the development of foreign invested R&D Centres in Shanghai. The Opinions shall become effective as of 1 November 2015 and remain valid until 30 October 2020.

The Opinions consists of 18 articles covering 5 aspects, and supports the development of foreign invested R&D centres mainly by means of establishing the systems and mechanisms that are better aligned with the generally accepted international practices in terms of work mechanism, cooperation & innovation, scientific research programs, intellectual property, customs declaration & inspection, introduction of talents and fiscal & tax support, etc.
