New Regulations on Cosmetics Registration and Filing

With Announcement No. 70 of 2026, released on 29 July and effective immediately, China’s National Medical Products Administration is simplifying cosmetics registration and filing. International products launched first or launched simultaneously in China and other markets can now avoid submitting proof of overseas sales. The Announcement also expands exemptions from certain toxicological testing. They allow similar products to share safety and efficacy data, and give companies more flexibility in efficacy testing. Cosmetics: Announcement No. 59 of 2026 Lowers High-Risk Ingredient Categories

China’s NMPA has revised its rules for new ingredients, effective 15 July 2026. The changes, replacing the 2021 regulations, reduce the number of categories considered high-risk, and shift some information that previously had to be submitted to internal record-keeping. For European brands, the new rules can reduce testing, documentation and compliance costs when introducing innovative ingredients to the Chinese market. China Issues First Mandatory National Standard for Cosmetics

The GB 7916-2026 standard, announced on 6 August, will come into force on 1 January 2028, consolidating previous standards of a much narrower scope. The new standard includes stricter requirements and limits on risk substances for products intended for children, as well as for cosmetics used around the eyes and on lips. Personal Data: Simplified Measures Released for Small-Scale Processors
Cyberspace Administration of China and Ministry of Public Security
The Simplified Measures, released on 22 July, will apply to Processors handling personal information of less than 100 000 individuals. The Measures should reduce compliance costs for Small Processors to obtain consent, fulfill notification obligations and go through impact assessments.
