GACC Releases Implementation Details on Decree 280

General Administration of Customs of China (GACC)

Announcement No. 27 released on 18 March 2026 shed light on the implementation of Decree 280, which will come into effect on 1 June 2026, replacing the previous Decree 248 on the registration of overseas manufacturers and processors of imported food and beverage products. The Announcement details measures aimed at simplifying the registration pathway for some categories of products, as well as automatic and manual renewal procedures and declaration fields that will become mandatory. Read the announcement in Chinese >

China Adopts a New Ecological and Environmental Code

National People’s Congress (NPC)

During this year’s Two Sessions, China’s NPC adopted the Ecological and Environmental Code, revising and consolidating key environmental laws. The new Code also adds new rules, especially on climate change. It introduces regulation of chemical substances, non-ionising radiation, and light pollution. Consumer Protection: New Campaign Against Misleading Advertising

State Administration for Market Regulation (SAMR)

SAMR launched on 13 March 2026 a six-month cleanup campaign targeting misleading advertisement nationwide. Inspectors will focus on six areas, including hidden disclaimers, missing warnings, and unverifiable claims. Authorities will scrutinise key sectors and regulated products. Measures to Promote Inbound Tourism Services and Visitor Consumption

Ministry of Commerce (MOFCOM)

Authorities vow to strengthen marketing aimed at international visitors, develop tourism products, and improve service quality.
