Advocacy News: Meeting with the Heyuan Municipal Bureau of Commerce

9 March 2026

On 6 March 2026, Lynn Wu, Business and Government Affairs Manager of the European Chamber South China Chapter, hosted a delegation led by Chen Decai, Deputy Director of the Heyuan Municipal Bureau of Commerce, at the Chamber’s Guangzhou office. The meeting served as a strategic dialogue to showcase Heyuan’s unique industrial advantages and to explore investment opportunities for European enterprises, especially SMEs looking to expand in the Greater Bay Area (GBA).

Mr. Chen positioned Heyuan as a cost-efficient GBA satellite city, noting its production and land costs are 30% to 40% lower than Guangzhou and Shenzhen — a major draw for both large multinationals and SMEs. He also highlighted the city’s top-tier ecology, namely Grade I water quality at Wanlü Lake, which has made Heyuan a prime hub for the food and beverage industry.

The Chamber thanked the Heyuan Municipal Bureau of Commerce for its detailed business environment briefing. Both sides agreed to keep open communication for consistent information sharing, targeted services for SMEs and deeper business cooperation.
