Advocacy News: Foreign Investment Policy Briefing in Guangzhou

On 4 February 2026, Lynn Wu, Senior Business and Government Affairs Manager of the European Chamber South China Chapter, attended a foreign investment policy briefing in Guangzhou.

During the session, the Guangdong Provincial Development and Reform Commission introduced the Encouraged Catalogue for Foreign Investment Industries (2025 Edition) and related import duty exemptions for encouraged projects. The Guangdong Provincial Department of Commerce and the Guangzhou Municipal Tax Bureau presented the profit reinvestment tax deferral policy, as well as supporting measures for multinational regional headquarters and foreign-invested R&D centres. The Guangzhou Municipal Bureau of Commerce shared an overview of Guangzhou’s investment environment, while the Exit and Entry Administration of the Guangzhou Public Security Bureau outlined facilitation measures for foreign nationals working and living in Guangzhou.

The session served as a platform for policy clarification and exchange between government authorities and foreign-invested enterprises at both provincial and municipal levels.
