With a population of 1.3 billion people, human resources remains China’s most essential resource. At the same time, HRM has repeatedly been reported as the top business challenges for foreign companies doing business in China. The main challenges which EU SMEs are facing while doing business generally include the rapidly changing legal environment and cultural differences related to recruitment and retention of staff. In recent years, China has undertaken a very ambitious reform of its labour and employment regulatory framework. Effective and planned reforms suggest a number of new challenges resulting from a stricter legal framework.
